How communities like Sun City, Oro Valley, came about is an interesting and complex story.  Our community is governed by a homeowners’ association (HOA) and is limited to those over the age of 55.  This course will examine how communities like this started and why they are popular.  Over 60 million Americans live in an HOA but few of them existed until the late 1960s.  They are, however, occasionally controversial; many Americans who live in them are unhappy with their rules, government structure and costs.  This course will examine why they were established, how they function today, and what problems they face.
